서울중앙지검장은 한국의 권력과 부(富)가 집중된 수도 서울을 관장하기에 ‘검찰의 꽃’으로 불린다. 직책은 지방검찰청 검사장이지만 그냥 검사장보다 한단계 높은 고등검사장급 간부가 보임되는 까닭이 여기에 있다. 서울중앙지검의 특수부·공안부는 유력 정치인, 정부 고위인사, 대기업 간부 등이 연루된 대형사건 수사를 도맡는다 해도 과언이 아니다.
그런데 정작 서울중앙지검장을 지낸 뒤 검찰의 ‘넘버원’인 검찰총장까지 오른 경우는 드물다. 총장 인사 때마다 서울중앙지검장 출신들이 유력 후보로 거론되곤 하지만, 막상 뚜껑을 열면 다른 검사에게 고배를 마신 경우가 허다했다. 일례로 정상명 현 검찰총장은 대검찰청 차장으로 재직하던 2005년 당시 강력한 라이벌인 이종백 서울중앙지검장(현 국가청렴위원장)을 제치고 총장에 발탁됐다.

1993년 문민정부 출범 이후 현재까지 임명된 10명의 검찰총장 가운데 서울중앙지검장 출신은 박순용(1998년)·김각영(2000년) 둘 뿐이다. 김도언, 김기수, 김태정, 신승남, 이명재, 송광수, 김종빈, 정상명 등 8명은 서울중앙지검장을 거치지 못했다. 최근 14년 동안만 놓고 보면 서울중앙지검장 출신이 검찰총장에 오를 확률은 약 20%인 셈이다.
사실 이는 민주화 이후의 현상이다. 70∼80년대만 해도 동기생 중 가장 ‘잘 나가는’ 검사가 서울지검장(서울중앙지검장의 옛 명칭) 등 정해진 엘리트 코스를 거쳐 검찰총장에 오르는 것이 일반적이었다. 일례로 노태우 정권 당시 정구영, 김두희, 박종철 등 서울지검장 출신 3명이 내리 검찰총장에 임명된 사례가 있다.
한 법조계 인사는 “흔히 대형사건 수사를 많이 하면 검찰총장 되기 어렵다고들 하는데 정작 대검 중수부장 출신 중에선 총장이 여럿 나왔다”면서 “오히려 서울중앙지검장 출신이 총장 되기가 더 어려운 것 같다”고 말했다.
